Dr Andy Brooks, who led East Berkshire, North East Hampshire and Farnham and Surrey Heath CCGs through the merger, has taken up a secondment role with NHS England.

Andy will continue in his clinical role as a GP in Surrey Heath, where he has worked for the past 20 years. With less than a year to prepare for the anticipated April 2022 implementation of the forthcoming Health and Social Care Bill (subject to passing through Parliament), he will provide clinical leadership expertise as National Systems Policy Advisor, supporting the national programme on how Integrated Care Systems (ICSs) adapt and change.

Alongside this Fiona Edwards will take up a secondment as both Chief Executive of the Frimley Health and Care Integrated Care System (ICS) and Accountable Officer for NHS Frimley CCG. For the past 16 years Fiona has been Chief Executive of the mental health service provider Surrey and Borders Partnership NHS Foundation Trust and she took the Lead for the Frimley Integrated Care System (ICS) in January 2019.

The government White Paper earlier this year outlined a direction of travel that sees the strengthening of Integrated Care Systems, making them statutory organisations from April 2022. Fiona’s full-time secondment will support Frimley’s plans for rapid transformation and oversee greater partnership working for the 850,000 people who live in the communities within the system.

“I recognise the challenges we need to address across our system, particularly in the health inequalities that exist across our communities. I look forward to the opportunity to bring our partners together to work on the local issues in each of our neighbourhoods and on those things where we can focus and make the biggest difference across our system as a whole.”
